60's Division Rules

1. Outfielders can throw runners out at any base.........including first base. This includes any and all force outs.

2. All players must play 2 defensive innings in the field.

3. If a team (regular season and or play-offs) has less than 8 players, any borrowed players must come from the opposing team.

55's Division Rules

Players Rights:

1. All players on both teams are to be in the batting order from the beginning of the game. Each  team must present a batting order of a minimum of 12 batting positions if 12 batters are available. If a team has more than 12 players present, the team is allowed to utilize as many A/B batters as necessary. All players players present must be in the batting order from the start of the game. If the manager chooses to bat everyone without using the A/B batters this is preferable.

2. All players are entitled to play 2 innings on defense unless the game is shortened due to weather or time limit, a reasonable attempt must be made by the manager to accomplish this.

3. All rostered players are eligible to pitch.

4. No non-rostered or loaned players are allowed.

5. A player may declare to the opposing manager prior to the start of the game his desire not to bat or play the field.

6. Each team can protect 13 players from their 2008 roster, the three or more not protected will be entered into the draft pool, if not selected , regardless of age they will be assigned to a team in the new 60s Division. If no new 60s division this rule will not apply.

Game Rules:

1. Pitchers cannot pitch more than four innings (12 outs) in any game

2. A team may have three courtesy runners during the game.

3. Courtesy runners are the last out, cannot be the pitcher or catcher.

4. Courtesy runners may steal bases.

5. Speedup rule (runners for catcher or pitcher) with 2 outs is mandatory.

6. A batter may be put out at first base on a throw from the outfield by an outfielder.

7. All players present at the beginning of the game must be in the batting order either in a 1-12A or B spot unless they annouce prior to the game that they are not batting for medical purposes.  A late arriving player must be added to the bottom of the batting order (last spot) even if he is player 13 or greater. He may also be utilized as a pinch hitter.

8. Each team is allowed one slot pick however this to be reviewed at the winter meeting each season. League rules apply on all other personnel matters.
Slaughter rule is 15 after 5 innings.


Playoffs:



To be eligible for the playoffs, a player must play in half of the regular season games. This must be substantiated by Scorebook.
Playoffs will be determined by the 2010 standings and schedule. 8 teams will make the playoffs , the league will determine the format 

45 DIVISION SPECIFIC RULES

Rules

  1. All players suited must bat at least once unless they declare prior to the game (due to injury or risk of a specific injury) that they will not be batting. This is not meant to be a vehicle in which a team trys to limit it's number of hitters in order to avoid having too many players hitting in the game. 
  2. Teams are allowed three courtesy runners.
  3. Speedup rule is manditory with two outs. Catcher or Pitcher are not allowed to be the courtesy runner.
  4. Pitchers may only pitch four innings (12 outs) per game.
  5. Second game against each team is a wood bat game.
  6. Each team is allowed one slot pick and two conditional slots in lieu of their first two draft picks all other league rules apply.
  7. Slaughter rule is 15 after 5 innings.

Playoffs

  1. Best eight teams make the playoffs.
  2. League will determine playoff format. 
  3. Championship series best of three.
  4. Playoff games are wood bat.
  5. Playoff eligibilty ;
    1. Must play in half the games, medical excuses will prorate the number of games.

35 DIVISION SPECIFIC RULES

Rules

  1. Speedup rule for the catcher and pitcher with two outs is optional.
  2. Slaughter rule is 12 after 5 innings
  3. Each team is allowed one slot and two conditional slots in lieu of their first two draft picks all other league rules apply
  4. Second game against each team is a wood bat game
  5. Teams are allowed 3 courtesy runners
  6. Teams may call up former players from their team to fill in if they have not played with a team in that same division since moving up to the next age group or leaving that particular team.

Playoffs

  1. Best eight teams make the playoffs.
  2. Playoff format to be announced by league. 
  3. Playoff eligibility;
    1. Must be suited up and present at 40% of scheduled  games  and documented in scorebook for those games.
    2. 1 plate appearence per total scheduled game 
    3. 1 inning pitched (pitchers only) per total scheduled games
    4. The above would be prorated for excused absense due to documented medical reasons.

25 DIVISION SPECIFIC RULES

Speed Up Rule:

  1. Teams are allowed to use a courtesy runner for both the pitcher and catcher after two outs.
  2. Use of the pitcher or catcher courtesy runner is OPTIONAL.

Courtesy Runner:

  1. In all courtesy runner situations, the designated runner shall be the last recorded out.
  2. Teams are allowed up to 2 (two) non-runners total in their line up each game. They must be declared at the beginning of the game when lineups are exchanged.
  3. With the exception of the rules indicated herein, 25+ Division will be guided by the MSBL National rules regarding courtesy runners.

Slaughter rule:

  • 12 run slaughter rule after 5 innings if the visiting team is winning; or 4 ½ innings if the home team is winning.

Line Ups:

  1. If a player must leave the line-up due to injury or work requirements, and no additional batter is available in reserve, that spot shall be skipped in the line-up with no penalty.
  2. If a player must leave the line-up due to an ejection, and no additional batter is available in reserve, an out will be assessed the first time this spot comes up in the line-up. After the first out is assessed, no additional penalty shall be assessed.

Playoffs: 

  1. The top 8 teams will make the playoffs.  Format to be announced by league. The championship series will be a best of three.

 

Playpff Eligibility:

There will be two modes of qualifying:

Batting

  • A player will be playoff eligible if he has acquired an equivalent number of plate appearances to games scheduled. In 2009 there are 27 games scheduled, so a player would need 27 plate appearances to be eligible.

Pitching

  • A player will be playoff eligible if; based on a 30 game schedule, he pitches 20 complete innings. In 2009, there are 27 games scheduled, thus 90% of this benchmark must be achieved. In the case of the 2009 season, a player must pitch 18 complete innings to be playoff eligible. An alternative would be to have mound appearances in 9 (one-third of the season) regular season games.
  • Forfeits : The team forfeiting will receive no credit for any of it's players. The team receiving the forfeit will benifit in the following manner;  each rostered player will receive 1 plate appearance regardless of whether they were present at the time of the forfeit or not. The teams offensive and pitching requirements will also be reduced by 1/27th (based on games on the schedule). Two pitchers will be allowed to designated for 3 innings each.
  • The winning manager must enter his entire roster in Scorebook for that game, making a batting order of 1- whatever the total number of players. In the Sac box for each player enter 1, for the two pitchers list them in order 1, 2 etc give one the win and the other a save. This will help in documenting who gets the credit without altering performance numbers like ERA . We will know that this counts for 3 innings pitched.

Once a player has achieved playoff eligibility through any of the methods indicated, he may play any position in the playoffs.


  • If this happens the opposing manager will determine which player/player's will be borrowed.
  • If both teams are short of players (and I cannot be contacted) both managers may mutually agree on any and all substitutes for the regular season.
  • If both teams are short of players for a play-off game...........contact me for a ruling.

4. Unlimited amount of courtesy runners. However, any courtesy runner cannot steal a base, (at any time) nor can a hit and run be called when a courtesy runner is on base. Bunting with a courtesy runner is acceptable, as long as the courtesy runner does not run to the proceeding base, until the ball is actually bunted.
 

  • The courtesy runner may take as much of a lead as they want. (without actually running with a pitch)
  • However, they are as vulnerable to be picked off base like any other base runner. The exceptions being:
    a. When a batter has a 3 and 2 count, with two outs..........all runners can go with the pitch.
    b. If any defensive player makes a play on them or any other base runner on base..........any/all runners may advance at their own risk.
    c. Any runner can advance on a passed ball or wild pitch.

5. If you show up (in uniform) you must hit in the regular line-up. Not a A or B hitter or a pinch hitter. All players that show up late or after the game has started (in uniform) will be inserted at the bottom of the line-up.........ASAP.

6. Slaughter rule for the 60 division is 15 runs. A game shall be declared complete and a winner decided if at any time a team has a 15 run lead and the team trailing has completed it's at-bat in the fifth inning.
